For the FY 2014-15,A person has won a prize money of Rs.70000/- on Quiz and TDS of Rs.21000 has been made. He do not have any other income. My question is:
1. Whether he can file a return and claim a refund of Rs.21000 in full or
2. Whether he has to file a return & claim only Rs.2000 being rebate under Section 87A. or
3. Whether filing of return is mandatory and no balance tax payable?

Even if your total income is below the threshold, you cannot claim refund on the TDS deducted from a prize money as tax on such amount received from prize or lottery is payable under Section - 115BB, Income-tax Act.

Tax on winnings from lotteries, crossword puzzles, races including horse races, card games and other games of any sort or gambling or betting of any form or nature whatsoever....

115BB. Where the total income of an assessee includes any income by way of winnings from any lottery or crossword puzzle or race including horse race (not being income from the activity of owning and maintaining race horses) or card game and other game of any sort or from gambling or betting of any form or nature whatsoever, the income-tax payable shall be the aggregate of—

(i) the amount of income-tax calculated on income by way of winnings from such lottery or crossword puzzle or race including horse race or card game and other game of any sort or from gambling or betting of any form or nature whatsoever, at the rate of 30%; and

(ii) the amount of income-tax with which the assessee would have been chargeable had his total income been reduced by the amount of income referred to in clause (i).
