Is there any rule under the R.T.I. Act wherein an appellant is barred under the maximum number of 2nd appeals, fixed by the Central or the State Information Commission? Can the Information Commission (State/Central) decide to close such 2nd appeals based only on the number of 2nd appeals without hearing the merits of all the 2nd appeals ? Because West Bengal State Information Commission has served such notice of closure of 2nd appeals filed. Legal advice is urgently required  RTI
