The Maharashtra revenue control authority (MRCA), Pune has upheld a demand of about ₹21 crore towards stamp duty and penalty against Amadea Enterprises LLP, a firm reportedly 99% owned by Parth Pawar, in connection with the controversial purchase of 40 acres of government land in Pune’s Mundhwa area.
According to details shared by RTI activist Vijay Kumbhar on X, the authority rejected the company’s appeal against the stamp duty assessment and confirmed that the firm had wrongly claimed an exemption for IT (information technology) and ITeS (information technology-enabled services) while executing the transaction.
The order means the company would now be liable to pay the duty and penalty amounting to around ₹21 crore. The firm has been given 60 days to file a further appeal before Maharashtra’s revenue minister.
The controversy relates to the purchase of nearly 40 acres of land in Mundhwa for ₹300 crore. The company allegedly paid only ₹500 in stamp duty by availing an exemption meant for IT and IT-enabled services projects.
The land transaction had earlier triggered a political and administrative storm in Maharashtra after allegations surfaced that the property, categorised as ‘Mahar watan’ land and linked to government ownership, was significantly undervalued and transferred without mandatory approvals.

November 2025 report by Moneylife had detailed the wider investigation into the Mundhwa land deal, which is being probed separately from another land-related case in Pune’s Bopodi area.
At that time, Pune police’s economic offences wing (EOW) had clarified that the Mundhwa case involved allegations surrounding the alleged illegal sale of government land valued at more than ₹1,800 crore.
Amadea Enterprises, linked to Parth Pawar and his cousin Digvijay Patil, allegedly purchased the land from businesswoman Sheetal Tejwani, who was acting as power-of-attorney-holder for hundreds of purported landowners.
The land has reportedly been under lease to the Botanical Survey of India since 1973.
The controversy intensified after suspended tehsildar Suryakant Yeole allegedly issued an eviction notice to the Botanical Survey of India claiming the land had been legally acquired by the company. Pune district collector Jitendra Dudi later intervened and termed the notice illegal, halting further action.
Opposition parties had alleged that the market value of the land was closer to ₹1,800 crore to ₹2,000 crore and questioned how the transaction was executed for ₹300 crore without a substantial upfront payment and with only ₹500 paid as stamp duty.
Following the controversy, Maharashtra deputy chief minister Ajit Pawar had publicly stated that the sale deed executed by his son’s firm would be scrapped.
“I am not beholden to anyone for even five paise,” Ajit Pawar had said while defending his family against allegations linked to the transaction.
Chief minister (CM) Devendra Fadnavis had also stated that first information reports (FIRs) had been registered and action would be taken strictly according to law.
Pimpri Chinchwad police had named Sheetal Tejwani, Digvijay Patil and suspended sub-registrar RB Taru in an FIR alleging fraud and embezzlement linked to the transaction.
The latest MRCA order is expected to intensify scrutiny of the transaction and could have wider implications for the ongoing investigations into the controversial land deal.
