MMRDA Targets Completion of All Ongoing Infrastructure Projects by December 2028
Moneylife Digital Team 04 September 2026
The Mumbai Metropolitan Region Development Authority (MMRDA) plans to complete all its ongoing infrastructure projects by December 2028, a year ahead of the December 2029 deadline, metropolitan commissioner Dr Sanjay Mukherjee said on Thursday.

Speaking at the sixth edition of the Real Estate & Infrastructure Investors’ Summit (REIIS) 2026, organised by National Real Estate Development Council (NAREDCO)  in Mumbai, Dr Mukherjee said the authority is developing an integrated network of roads, tunnels, sea links, metro corridors and regional connectivity projects aimed at improving travel across the Mumbai Metropolitan Region (MMR).

“Mumbai has finance, it has the best human capital, but what is scarce is time,” Dr Mukherjee said, explaining the authority’s ‘Mumbai in 59 Minutes’ vision. He said the objective is to establish seamless east-west and north-south connectivity and enable people to travel across the region faster and with greater predictability.

The road connectivity programme includes about 10 major link road and connectivity interventions. MMRDA said these projects are being developed as an integrated network rather than as isolated road corridors, with the aim of allowing traffic to disperse across multiple routes and reducing travel times.

The proposed network includes connectivity from Nariman Point and Cuffe Parade via the Eastern Freeway and the Mumbai Trans Harbour Link (MTHL), along with the Santacruz-Chembur Link Road (SCLR), Worli connectivity, the Jogeshwari-Vikhroli Link Road (JVLR), and other strategic links. The Bandra-Versova Sea Link and subsequent connectivity towards Dahisar, Balkum and the Eastern Freeway are also part of the network. Work on the SCLR has commenced, according to Dr Mukherjee.

Among the major projects is the Thane-Borivali twin-tunnel project. MMRDA said two tunnel boring machines (TBMs) have been deployed after key clearance-related issues were addressed, accelerating underground construction. Once operational, the tunnel is expected to bring the journey between Thane and Borivali down to approximately 15 minutes, according to the authority.

MMRDA is also envisaging an underground corridor connecting Mahim-Dharavi with Bandra and the Bandra-Kurla Complex (BKC), with connectivity extending towards the airport, Western Express Highway and JVLR. The authority said the BKC area is expected to see another major tunnelling project using advanced tunnelling technology.

The road projects are expected to be complemented by a 337km metro network being developed by MMRDA. The network comprises 14 metro lines, including four metro lines in the CIDCO region. The authority also plans to explore rapid transportation options such as pod taxis on selected corridors.

The infrastructure programme is part of the broader Mumbai 3.0 development vision, which covers approximately 323sqkm, including around 124sqkm of reserved land, according to MMRDA. Dr Mukherjee said connectivity would have to be accompanied by planned urbanisation and improved liveability. He also said roads, tunnels and public transport would need to be supported by traffic rules, regulations and commuter discipline.

MMRDA’s infrastructure expansion is backed by a budget of approximately ₹48,000 crore. Dr Mukherjee stressed the importance of financial discipline and timely execution in controlling project cost escalation. He said MMRDA is a highly leveraged organisation and that timely payment of instalments and completion of projects were important for maintaining the financial viability of its infrastructure programme.

The authority’s infrastructure plans extend beyond Mumbai city to the wider MMR, with the proposed network intended to strengthen links between Mumbai, Thane, Navi Mumbai, the airport region, western suburbs and other emerging growth centres.

The December 2028 deadline announced by MMRDA is an overall target; the press release does not provide project-wise completion dates, current progress levels or revised project costs.
