Coastal road to be constructed in Navi Mumbai at a cost of Rs711 crore
The City and Industrial Development Corporation (CIDCO of Maharashtra has planned a six lane coastal road at a cost of Rs711 crore connecting Belpada (Jawaharlal Nehru Port Trust -JNPT) and Amra Marg at Panvel, which will also provide easy access to the proposed international airport in Navi Mumbai.
 
It will start from Belpada passing over the foot hill of Jasai, making an interchange at Shivajinagar with the proposed Mumbai Trans Harbour Link (MTHL), then running by the coast of Ulwe and providing access to the proposed off-shore banking centre of SEZ (OBC) and ultimately terminating near Panvel creek at Amra Marg. E-tenders for this mega project have been invited, on item rate tender, on the basis of  design and build’.
 
Financial bids will be opened in August 2018. The contract will cover a maintenance period of five years from the date of completion of project. The project is scheduled to be completed within 36 months or by October 2021. Initial six months period will be for statutory approvals, planning, design and proof checking and remaining 30 months will be for the execution of the project. After completion of this road, Navi Mumbai will get one more coastal road (apart from the Palm Beach road).
 
The road will serve as a second link to the JNPT as well. It will also share the traffic with the existing two routes: National Highway -4B and State Highway -54 with Amra Marg. This part of the coastal road will connect the Mumbai Trans-Harbour Link -MTHL to the proposed Navi Mumbai International Airport, says Dr Mohan Ninave, spokesperson for CIDCO.
 
This road project will be developed in two phases: Phase-I from the junction of Amra Marg to the interchange with MTHL at Shivajinagar, including airport link road, and Phase-II from Shivajinagar to JNPT (Belpada). The total length of the coastal road is 10.106kms out of which 5.8kms will be developed in Phase-I along with airport connectivity of 1.2kms.
 
In order to take care of nodal traffic, service road has also been proposed alongside. This will ensure unobstructed traffic movements from MTHL to the airport. The airport connectivity will take off from the coastal road near Targhar railway station to the airport running above the Nerul-Uran railway line and Amra Marg.
 
The project consists of three flyovers at nodal road junctions, two reinforced cement concrete (RCC) bridges on stilt having lengths of 1.2kms and 0.6km over dense mangrove area to address environmental issues at Ulwe creek  channel, respectively and one Rail Over bridge-ROB (via duct) for the Navi Mumbai International airport connectivity over Seawood-Uran railway line and Amra Marg, with 100 years’ design life for flyovers, bridges, ROB and 20 years for the road crust.
 
The proposed coastal road will be with intelligent traffic control system along with a provision of RCC service duct all along the length of the road, at predetermined locations. The road will be a state of the art technology project.
 
This project runs along the coast and thus needs approval from Maharashtra Coastal Zone Management Authority (MCZMA) and from the Union Ministry of Environment and Forest (MOEF) for CRZ clearance. The CRZ clearance has been obtained in June 2017 and now MCZMA has recommended the proposal to MOEF for its clearance.
 
CIDCO has been appointed as the nodal agency for implementing Navi Mumbai International Airport (NMIA) by the government of Maharashtra. CIDCO has earmarked 2268 hectares of land for this project of national significance. NMIA will be the largest green field airport and along with Chhatrapati Shivaji International Airport (CSIA), will form the first multi airport system in a metropolitan city in India with the capacity of 60 MPPA (million passengers per annum).

Rains batter Mumbai for fourth day
Road and rail traffic was disrupted as heavy rains continued to batter Mumbai, its surroundings areas and large parts of Maharashtra for the fourth consecutive day on Tuesday, officials said.
 
Mumbai's lifeline, the Western Railway (WR) and Central Railway (CR) suburban trains, were running late by 15-20 minutes due to waterlogged tracks, causing major delays to the morning commuters.
 
WR services on the critical Vasai-Virar sector were cancelled. Services operated only between Churchgate and Vasai.
 
Several inbound or outbound long-distance trains were either cancelled, terminated en route or diverted on the Mumbai-Gujarat and Mumbai-New Delhi sectors.
 
WR spokesman G. Mahapurkar said food packets and water was distributed to thousands of stranded passengers at various stations on the network and efforts were on to restore services after the waters receded.
 
As a precaution, Education Minister Vinod Tawde on Tuesday advised all school and college principals to monitor the rainfall position in their areas and declare a holiday if necessary for the second consecutive day.
 
According to the IMD, Mumbai recorded 165.8 mm rains so far this morning whereas the suburbs received 184.3 mm. More rains were forecast for the next couple of days.
 
In the past 21 days, the city has received nearly 60 per cent of its average seasonal total rains, said the BrihanMumbai Municipal Corporation (BMC).
 
Areas like Dahisar, Borivali, Malad, Jogeshwari, Andheri, Santacruz, Mahim, Kurla, Parel, Dadar, Chembur, King Circle, Sion, Wadala, Masjid Bunder, Ghatkopar, Powai, Bhandup and others experienced heavy waterlogging, impeding traffic and pedestrian movement.
 
Massive traffic snarls were witnessed on the Eastern Express Highway, Western Express Highway and the Eastern Freeway.
 
Besides Mumbai, the adjoining districts of Mumbai Metropolitan Region (MMR) like Thane, Palghar and Raigad also got heavy rains. Many villages and towns were flooded or waterlogged since Monday night.
 
After heavy rains, several big and small rivers, streams and ponds in the tourist hotspots like Sanjay Gandhi National Park, Tungareshwar Wildlife Sanctuary, Karnala Bird Sanctuary, Tansa Forest Sanctuary and Yeoor Hills besides Vaitarna, Surya and Ulhas rivers overflowed.
 
Teams of NDRF, SDRF, Fire Brigades and other agencies were on high alert in Mumbai and all other districts.

Centre opposes PIL seeking to debar lawyers-turned lawmakers from practicing law
The Supreme Court on Monday reserved its order on a plea seeking to debar lawyers from practicing during the time they are members of Parliament or state assemblies as Centre opposed the plea asserting the lawmakers were not a salaried class of employees.
 
The bench of Chief Justice Dipak Misra, Justice A.M.Khanwilkar and Justice D.Y.Chandrachud reserved the order as the counsel for the Bar Council of India told the bench that under the existing rules, the lawmakers were not barred from practicing before the courts.
 
Attorney General K.K. Venugopal said that it would be travesty if the lawmakers belonging to opposition are categorized as government employees and barred from practicing in the courts merely because they get some remuneration for discharging their responsibilities as public representatives. 
 
He also told the court that parliament meets only for a limited period of time and what would the lawmakers do when parliament is not in session.
 
He said that law-makers were public representatives and not the full-time employees.
 
PIL petitioner Ashwini Kumar Upadhyay had pointed to "serious conflict" of interest, contending that as parliamentarians, they (practicing layers) have the power of voting on the impeachment of judges of the Supreme Court and High Courts and such a situation "may allow the Judges to feel beholden to them and to oblige them".
 
Rule 49 in Chapter VI of the Bar Council of India Rules says: "An advocate shall not be a full-time salaried employee of any person, government, firm, corporation or concern, so long as he continues to practice, and shall, on taking up any such employment, intimate the fact to the Bar Council on whose roll his name appears and shall thereupon cease to practise as an advocate so long as he continues in such employment".
 
In a two-fold plea, Upadhyay has sought to oust the lawyers-cum-lawmakers from the practicing, alternately seeking a declaration that Rule 49 is ultra vires the Constitution and its basic structure so as to permit all public servants to practice as advocates.
 
He had contended that the prevailing practice of legislators also appearing before the courts as lawyers was discriminatory to other public servants who are barred from simultaneously pursuing the legal profession and is violative of Article 14 of the Constitution guaranteeing equality before law.
 
"A salaried person and particularly a public servant cannot practice as an advocate but legislators are practicing which is violation of Article 14 of the Constitution. Legislators take fee from litigant and salary from the public exchequer, which is professional misconduct," Upadhyay had said in his public interest plea.
