Bombay and Delhi High Courts To Have New Chief Justices

The Supreme Court collegium has recommended transfers of justice Devendra Kumar Upadhyaya as chief justice of the Delhi High Court (HC) and justice Alok Aradhe as chief justice of the Bombay High Court. At present, justice Upadhyaya is the chief justice of the Bombay HC, while justice Aradhe is the chief justice of Telengana HC. 
 
The five-judge collegium, led by chief justice of India Sanjiv Khanna, at a meeting held on Tuesday recommended transfers of these two judges and recommended the appointment of Patna High Court chief justice K Vinod Chandran as a judge of the Supreme Court. The collegium also recommended to make two additional judges, justice Kardka Ete and justice Mridul Kumar Kalita of the Gauhati HC be made permanent judges. 
 
Chief justice Upadhyaya, if the recommendation is cleared by the Union government, will take over from justice Vibhu Bakhru, who is serving as acting chief justice of Delhi HC. 
 
The Delhi HC is functioning with 35 judges as against a sanctioned strength of 60.   
 
In 2009, justice Aradhe was appointed as an additional judge of the Madhya Pradesh HC and as a permanent judge in 2011. 
 
He was transferred to the High Court of Jammu and Kashmir in 2016 and served as its acting chief justice for three months in 2018. After that, he took oath as a judge of the Karnataka HC in November 2018 and served as acting chief justice for a few months in 2022. In July 2023, he was appointed as chief justice of the Telangana HC.
 
Justice Vinod Chandran was appointed as a judge of Kerala High Court in November 2011. In March 2023, he was elevated as the chief justice of the High Court of Patna.
 
The collegium took into account all-India seniority of justice Chandran as well as the fact that Kerala HC has no representation in the Supreme Court at present.
