97% of Income Tax Workforce Feeling Left Out with Faceless Assessment Scheme: Employee Association
The employee associations of income-tax (I-T) departments have said that the restructuring carried out in the department to implement the 'Faceless Assessment Scheme' is making 97% of the workforce feeling left out.
 
The joint council of action (JCA) comprising Income Tax Employees Federation and Income Tax Gazetted Officers Association have written to the chairman, central board of direct taxes (CBDT) seeking to highlight the disruption to the employees caused by restructuring of the department.
 
"However, had the department taken us into confidence before bringing the said announcements, the feeling of being left out would not have been there among the 97 per cent of the workforce of the Department whom we represent," the JCA said.
 
"We are also certain that the CBDT, as has been the case in the past, would ensure that no employee is made redundant in the process, and existing vacancies would be filled up with due promotions and recruitment."
 
The JCA has pointed out that the restructuring exercise, if not implemented in a thoughtful manner, may result in massive displacement of manpower from one station to the other.
 
These associations have told CBDT that "Any ill-conceived diversion of posts may lead to exodus of posts and thereafter displacement of employees and their families, particularly in mofussil charges."
 
Further any large-scale diversion of posts and consequent transfers of promotee officers and officials among different states under the jurisdiction of one principal chief commissioner of I-T charge, may result in complex problems including children's education, unmanageable operational difficulties in the residual charges, the employees pointed out.
 
They have pointed out that the circular for restructuring was received on 14th August and suggestions have been asked for by 17th August when there was a national holiday and Sunday in the intervening period.
 
Moreover, the suggestions have not been discussed either with the local or central JCA, who are the major stakeholders.
 
They have asked the CBDT chairman to direct all principal chief commissioners to take into confidence the local JCA before they take any decision on the diversion of posts to the newly created NeAC and ReAC charges in their respective regions.
 
They have also sought an urgent meeting between the CBDT and JCA to discuss 'these revolutionary changes' and hoped that they can be resolved 'so that any extreme step won't be required to be taken.'

    A really improved department of the Central Government, it has become quite efficient and corruption free for the normal tax payer. E filing is the greatest contributory cause for all this.

    A very good move to have faceless assessment with no faces in ITO. Machine will decide the best judgement assessment under section 144 and 144 coming in their livelihood and as Robinhood of IT deptt. Govt will save crores of rupees, score away horrific commissioner's, and erradenous officers.

    It is better to remove total IT department and replace with tax on bank transactions (TBT). We can also eliminate currency notes. 100% tax collection is possible only with this system.

    It is sad to read this article. Faceless assessment scheme, where an objective accounting of a person's income, his tax and penalty are calculated are a much needed, delayed reform today.
    I have seen many instances (greater than 10 examples) where auditors are "friendly" with income tax officials and get the "assessment" done.
    Instead of resorting to complaining and stonewalling this reform, I request the IT officials (public servants) to welcome this reform and contribute to the country's growth and prosperity.

    If they were contacted, none of them would have shown any interest in this change. This is a conflict of interest. Their interest is not to have faceless assessment. Also, we should not worry about displacements. They are sufficiently compensated for such transfers. Ideally, 40% of the staff should be made redundant, as they do not add any value to the country's exchequer. They just look after their own interests.

    Obviously those who feel \"left out\" have vested interest in continuing with old regime of face to face settlement so that they can harrass the tax payers and secure price for their \"quick fix settlement\". They are cribbers better left to their fate. Ordinary tax payers are more than happy for the new regime.

    There are many who gave their entire life to the department and now being felt as harassed because our FM also says all are corrupt

    What was the purpose of being non corrupt in this department. People blindly believe that all are corrupt even though there are majority are committee workers. That is the reasons for the fact IT department is One of the most efficient department in the country. Such persons are not worried about direct or faceless

    But they feel rejected because of these general statements If somebody is corrupt put them under bar Why other non corrupt officers should be blamed for that

    Taxpayers’ Charter: I-T Dept to Publish Periodic Service Standards, Keep Taxpayers’ Info Confidential
    The much-anticipated taxpayers' charter that came into effect from Thursday mandates the Income Tax (I-T) department to publish standards for service delivery in a periodic manner. 
     
    The Charter was launched with the inauguration of the 'Transparent Taxation' platform by prime minister Narendra Modi.
     
    The charter also says that the I-T department should not disclose any information provided by the taxpayer unless authorised by law.
     
     
    The department will provide a mechanism for lodging a complaint and prompt disposal thereof. Further, a mechanism would be put in place for "fair and impartial" appeal and review.
     
    "The department shall provide a fair and impartial system and resolve the tax issues in a time-bound manner," the charter said.
     
    According to the charter, the I-T department will treat every taxpayer as "honest" unless there is a reason to believe otherwise. It will provide prompt, courteous and professional assistance in all dealings with the taxpayer.
     
    The department will have to take decision in every income tax proceeding within the time prescribed under law and it will follow due process of law and be "no more intrusive" than necessary in any inquiry, examination or enforcement action.
     
     
    Along with other duties of the I-T department which has time and again faced criticism regarding tax harassment, the charter also lays down the responsibilities of the taxpayer.
     
    Apart from calling on the taxpayers to pay amounts due as per law and make submissions in a timely manner, the charter also says that the taxpayer should keep accurate records required as per law.
     
    "Taxpayer is expected to be aware of his compliance obligations under tax law and seek help of the department if needed. Further, the taxpayer should also know what information and submissions are made by his authorised representative,” the charter says.
     
     
    Speaking at the launch event, the prime minister said that India is among few countries giving such rights and dignity to the taxpayers.
     
    He said that the charter has been introduced with defined rights and responsibilities.

    Try to extract Inc tax from corrupt politicians who hold farm house , thousands of acres of land on benami names, transfer money through hawala to buy islands yachts etc abroad instead of using manpower and computer in such silly matters. Penny wise pound foolish attitude is not desirable.

    The new reforms to start treating the taxpayer with dignity and not a suspect, is indeed welcome.

    The changing reforms by the department are relevant and inspires the working population to contribute for building up their motherland.

    The policymakers also has to figure out a way, a system to implement a reward and recognition for the people that contribute to the country through income tax.

    At present, the department issues appreciation certificates to top income tax contributors. But this remains private and does not get any recognition from the society for the assesse.

    We Indians love public recognition. We take loans to buy expensive cars and phones for public recognition. The department should make use of this psychology of the people, a wanting to be recognised for their spending power or earnings.

    If the IT department could find a way, where the taxpayers in a society are recognised publicly for their contribution, more citizens will come forward to file their returns. Infact tax payers will even compete each other to contribute more.

    PM Modi Unveils 'Transparent Taxation' Platform, Charter for Taxpayers' Rights
    Prime Minister Narendra Modi on Thursday launched through video broadcast, the 'transparent taxation' platform, which brings into effect faceless assessment of taxpayers, and the rights' charter for the taxpayers.
     
    With the 'transparent taxation honouring the honest' that is aimed at carrying forward the journey of direct tax reforms, the taxpayers would not be harassed and treated with suspicion here on, PM Modi says.
     
    Speaking at the launch, the Prime Minister said that India is among few countries giving such rights and dignity to the taxpayers. "Faceless assessment and taxpayers charter have come into force from today while the facility of faceless appeal will be available for citizens across the country from 25th September i.e. Deen Dayal Upadhyay's birth anniversary. The new platform apart from being faceless is also aimed at boosting the confidence of the taxpayer and making him/ her fearless," he added.
     
    Referring to the launch of taxpayers' charter, the prime minister said that it is a significant step where the taxpayer is now assured of fair, courteous and rational behavior. He said the charter takes care of maintaining the dignity and sensitivity of the taxpayer and that is based on a trust factor and that the assessee cannot be merely doubted without a basis.
     
    The prime minister said the country’s tax structure needed fundamental reforms as the earlier tax structure was developed from the one created during pre-independent times. Even the several changes made during the post-independent times did not alter its fundamental character, he said.
     
    He said that the charter has been introduced with defined rights and responsibilities. From here on the Income Tax  (I-T) department cannot doubt anyone without a basis, he said.
     
    PM Modi is of the view that the structural reforms will add a new dimension along with the transparent taxation platform. He also noted that reform should be policy driven and holistic.
     
    Referring to the reduction of the scrutiny of the cases by at least four times in the last six years from 0.94% in 2012-13 to 0.26% in 2018-19, PM Modi said this itself is a reflection of the trust that the Government is laying on the returnees. He said in the past six years, India has seen a new model of governance evolving in tax administration. Amidst all these efforts, he said the number of people filing income tax returns has increased by about 2.5 crores in the past six-seven years.
     
    The prime minister however said that it can also not be denied that only 1.5 Crore people pay the taxes in a country of 130 crores. He urged people to introspect themselves and come forward to pay the taxes due.
     
    Speaking of the recent measures, he said that nearly three lakh cases were resolved under the "Vivaad Se Vishwas" scheme. "Latest laws reduced the legal burden in the tax system where now the limit of filing cases in the High Court has been fixed at up to Rs1 crore and up to Rs2 crore for filing in the Supreme Court," he added.
     
    He also appealed to the citizens and said that those who are capable of paying taxes but not in the tax net should lso voluntarily pay taxes.
