60% Seats To Be Free on Flights, Families To Sit Together: Govt Pushes ‘Fair Access’ on All Flights

In a major passenger-friendly move, the Union government has directed airlines to allocate a minimum of 60% seats on every flight free of charge, aimed at ensuring fair access and greater transparency in India’s rapidly expanding aviation sector. 
 
The 'free of charge' allocation refers to ensuring that a majority of seats are made available without additional fees beyond the base fare, addressing long-standing passenger concerns over extra charges for seat selection.
 
Alongside this, airlines have been instructed to seat passengers travelling on the same PNR together, preferably in adjacent seats, a move expected to benefit families and group travellers who often face inconvenience due to scattered seat allocation.
 
The directive has been issued by the Union ministry of civil aviation through the directorate general of civil aviation (DGCA) as part of a broader set of measures to strengthen passenger facilitation and standardise airline practices.
 
The ministry says the step is intended to make air travel more inclusive, particularly as India has emerged as the world’s third-largest domestic aviation market, with airports handling over 500,000 passengers daily.
 
The ministry has also directed airlines to adopt transparent and passenger-friendly policies for carriage of sports equipment, musical instruments and pets, while ensuring compliance with safety and operational requirements.
 
In a bid to strengthen consumer protection, airlines have been asked to strictly adhere to passenger rights norms, particularly in cases of delays, cancellations and denied boarding. They must also prominently display these rights across websites, mobile applications, booking platforms and airport counters.
 
To improve awareness and accessibility, the government has mandated that passenger entitlements be clearly communicated in regional languages.
 
The latest measures build on several recent initiatives by the ministry to improve passenger experience, including affordable food options through UDAN Yatri Cafés, free access to books under the 'Flybrary' initiative and free Wi-Fi services at airports.
 
The government says the focus remains on enhancing ease of travel, reducing grievances and ensuring transparency across the aviation ecosystem while maintaining high safety standards.
 
Even as airlines maintain that seat selection charges are optional and set by them based on seat type, such as window, aisle, or extra legroom, passengers have increasingly taken to social media to complain about being nudged into paying for preferred seating or being unable to secure seats together without additional charges. While flyers can opt for free seat allotment during web check-in, many users allege that the process often leaves limited choices, effectively pushing them towards paid options.
