Supreme Court appoints Uttar Pradesh Lokayukta
The Supreme Court on Wednesday appointed Justice Virendra Singh, - former judge of the Allahabad High Court - as the Lokayukta of Uttar Pradesh and expressed its disapproval of the way constitutional authorities mandated to appoint the ombudsman failed to discharge their responsibilities.
 
Noting that its earlier directions for the appointment of Lokayukta went unheeded, the apex court bench of Justice Ranjan Gogoi and Justice N.V. Ramana "deeply regretted" the "failure if not refusal of the constitutional functionaries" to comply with the court's order.
 
The court said that it was "unimpressed" by the explanation given by senior counsel Kapil Sibal appearing for Uttar Pradesh that serious efforts were made by the collegium consisting of chief minister, leader of opposition and the chief justice of the high court to decide on a name to be appointed as Lokayukta.
 
Sibal earlier told the court that the three-member collegium met for five hours on Tuesday and two hours on Wednesday morning.
 
Sibal gave five names to the court. There was a consensus between the chief minister and leader of opposition on three names while the chief justice of the Allahabad High Court expressed no opinion.
 
Having recorded this, the court in exercise of its extraordinary powers appointed Justice Virendra Singh, who is at present head of the state consumer commission, as the state's Lokayukta.

SC directs testing of Maggi sample by Mysuru lab
The Supreme Court on Wednesday said the testing of Maggi noodles samples as directed by National Consumer Disputes Redressal Commission (NCDRC) will now be undertaken by the Mysuru-based Central Food Technological Research Institute lab.
 
An apex court bench of Justice Dipak Misra and Justice Prafulla C. Pant said that the local commissioner shall collect samples of Maggi noodles from the companies' Lucknow-based godown and send them to the lab. The court said the report of the testing would be submitted before it.
 
The court order came on Nestle's appeal challenging the NCDRC December 9/10 order directing the testing of Maggi noodles sample by Chennai lab.
 
The court said the NCDRC would not proceed with the hearing of the class action suite filed by the union of India claiming Rs.640 crore from Nestle for marketing noodles with suspect quality.

India will be part of anti-IS operations under UN flag: Parrikar
India will participate in operations against the Islamic State only if this is under the UN flag, Defence Minister Manohar Parrikar said on Wednesday.
 
"It is India's policy... If there is a UN resolution, India will participate in operations under the UN flag," Parrikar told reporters here after laying a wreath at the Amar Jawan Jyoti at India Gate to commemorate Vijay Diwas.
 
"We can always share intelligence," he added.
 
The rising threat of Islamic States militants has been an issue of concern for India, and it also figured in the joint statement from India and US after Parrikar's visit where he met US Defence Secretary Ashton Carter.
 
Parrikar has on earlier occasions expressed concern over IS trying to recruit youth from India.
