Spurt of spectrum deals mainly aimed at data: Study
New Delhi : The spate of deals for sharing and trading of communications spectrum is aimed more at consolidating resources for data, thanks to a 120 percent growth in the segment in the past two years with an appetite for more, ratings agency ICRA has said in a report.
 
"Data services remain major thrust area for telecom companies as the segment is relatively under-penetrated," said the report. "The voice market in India has largely matured. Although the current tele-density is around 82 percent, incremental revenues have been modest."
 
But not so in the case of data services.
 
"On the other hand, growth in data revenues has been robust at around 120 percent over the last two years. This has resulted in increased focus of the telcom companies on enhancing their data services," it said.
 
That's the reason why data has been at the centre of the spectrum deals between Reliance Jio and Reliance Communications, Bharti Airtel and Videocon and Bharti and Aircel Limited -- as also those that did did not materialise, like the one between Idea Cellular and Videocon, it said. 
 
In the case of Reliance Communications, three major developments have taken place recently.
 
The Rs.4,600-crore worth merger of Sistema Shyam with itself in a cashless deal in November, the pact with Reliance Jio for spectrum sharing and trading in the 800 MHz space and the proposal to acquire Aircel.
 
"The growth in demand for data services and deterioration in the network quality of the telcos in the recent past have made spectrum availability and utilisation key aspects of the industry," the report said.
 
"Moreover, spectrum trading allows smaller telcos to monetize underutilized spectrum holdings and the larger telcos to attain spectrum outside the auctions. Thus the trend of consolidation of spectrum holdings of the telcos is expected to continue in the medium term."
 
Giving an update on total spectrum held by these companies, the report's chart says Airtel tops the list with 763 MHz, Reliance Jio is next with 596 MHZ, followed by Reliance Communications (304 MHz), Vodafone (295 MHz) and Idea (271 MHz).
 
At the moment, Bharti and Reliance Communications are the only two companies that have spectrum in all the 22 circles for both voice and 4G data services. Reliance Jio has this in 20 circles for voice, none for 3G data and in all the 22 circles for 4G.
 
In terms of acquisition of spectrum, the report said, Bharti has been quite aggressive.
 
"Since 2010, Bharti has spent a total of Rs.77,800 crore on spectrum acquisition -- in auctions and outside of auctions -- out of which around 50 percent has been to acquire spectrum with data capabilities," it said. 
 
"These acquisitions have improved Bharti’s data spectrum holding and enhanced data capabilities in the 4G space across all 22 circles, ahead of the impending entry of RJio, which till now was the only pan-India 4G spectrum holder," it added.
 
Bharti's drawback: Absence of 800 MHz, considered among the best frequencies for 4G service.

Jagannath temple selling land to raise Rs.1,000 crore maintenance corpus
Bhubaneswar : At 60,654 acres, Lord Jagannath could be the richest landlord among India's deities. About 395 acres of it is now being sold to create a Rs.1,000 crore maintenance corpus for the 12th century shrine here in the Lord's name, an official said.
 
This is even as land sharks have grabbed vast patches of the 60,259 acres of Jagannath temple land across 23 districts in Odisha. The balance 395 acres is in Andhra Pradesh, Bihar, Chhattisgarh, Madhya Pradesh, Maharashtra and West Bengal. Of these states, West Bengal has the maximum - 322 acres - owned by the temple.
 
"The state government is in the process of selling temple land outside the state," Shree Jagannath Temple Administration (SJTA) chief Suresh Mohapatra told IANS.
 
Besides, the government has also written a letter to the district collector of Nainital in Uttarakhand to pay the market value of a 52-year-old building owned by the temple.
 
The owner of the two-storeyed building had donated the ground floor to the Jagannath temple on April 26, 1964, and it has been rented out as a post office.
 
There is, however, a huge catch: the state government does not have land records or 'pattas' for a whopping 27,331 acres spread across 111 tehsils in 23 districts.
 
"Out of 60,259 acres of Jagannath's land identified by the SJTA, the state has record of rights (ROR) of only 32,927 acres. The balance 27,331 acres have no record of rights," Law Minister Arun Sahu told the state assembly recently.
 
He also said that 340 cases have been filed against the land encroachers under the Sri Jagannath Temple Act 1955.
 
Sources said committees have been formed under the collectors of the districts concerned to collect details on the temple land and expedite the process of acquiring revised records.
 
The government had also planned to auction part of the temple land to boost the shrine's revenues. The Bhubaneswar Development Authority (BDA) has been asked to sell the land on plotting basis since it has expertise in land transactions. However, the government's move has hit a roadblock as several villagers in the Jatani area of Khurdha district have moved the Orissa High Court.
 
"They have managed to get a stay order from Orissa High Court. We are trying to get the stay order vacated so that about 125 acres can be sold," Mohapatra said.

MCA services down, entrepreneurs can't register new company since past many days
The Ministry of Corporate Affairs' website developed and maintained by Infosys is again giving nightmares to stakeholders as many of its popular services, including registration of new company, are unavailable 
 
 
The Ministry of Corporate Affairs (MCA)'s new company registration webpage is down since 25 March 2016. This is in contrast with the Narendra Modi government promise to help entrepreneurs to register new company within three minutes with just a single form. Taking cognisance of the ire on Twitter, Nirmala Sitharaman, the Minister of State for Commerce and Industry, asked one Ravi Kalantri, who has been tweeting on the issue, to contact MCA Joint Secretary KVR Murthy.
 
Following the tweet from the Minister, the MCA page for company registration was displaying a message tendering apologies. However, there was no information about when the original webpage and thus the service would be restored. 
 
 
"Register a new company" is among the top five most frequently used services on the MCA website. However, besides this two other webpages, for "Change Company Information" and "Compliance/Approval Filing" are also down. The MCA website is mostly accessed and used by Chartered Accountants (CAs), lenders and shareholders. It contains data and financial details of all companies registered with the MCA. The initiative is designed to fully automate all processes related to enforcement and compliance of the legal requirements under the Companies Act.
 
Mr Kalantri from Ahmedabad has been tweeting about the issues since past several days. On 18th April he tweeted about not being able to register new company since past 20 days. Next day, he tweeted an image of MCA URL for new company registration that was not found. 
 
 
Mr Kalantri, in one of his tweet marked to Finance Minister Arun Jaitley, Ms Sitharaman, the Prime Minister's Office (PMO) and Prime Minister Narendra Modi, says, "This issue is not resolved from 25th March. Any accountability in MCA?"
 
Another entity, Weprofit.in with a Twitter handle of Dabang Trader tweeted that his company registration was late by three months as the portal of Registrar of Companies (ROC) was down. 
 
 
Responding to the tweets, Ms Sitharaman requested Mr Kalantri to contact MCA Joint Secretary KVR Murthy. It was after this tweet from the Minister the MCA registration page displayed an apology. 
 
 
The MCA portal is developed and maintained by none other than Infosys Ltd, one of India's top IT company. But then again, with Infosys, this is not time users have to face issues. Earlier, there was a hue and cry about MCA21 portal not functioning following takeover by Infosys from Tata Consultancy Services (TCS). (Read: MCA21 is down for a month after a handover of the management by TCS to Infosys. Why?
 
It was supposed to be a simple handover between two of India's best and most reputed IT companies. But the MCA21 portal was down for months. As Moneylife has reported several times in during February 2013 to September 2013m, the MCA21, the showpiece of e-Governance and corporate filing portal, which, for the first time had made all corporate filings available online, was found been sputtering. Later in September 2013, Infosys accepted that there were some problems with MCA21 due to updation of its intrusion prevention system (IPS) signatures. (Read: Infosys explains why MCA21 has issues)
 
While Ms Sitharaman, the Minister, has responded promptly to a tweet, it is to be seen when the services offered by MCA would be restored by Infosys.
