MP Rajeev Chandrasekhar to help citizens ASK questions in Parliament

If you want to ask questions from ministers and raise issues of public interest in the parliament, Rajeev Chandrasekhar gives you an opportunity through his ASK initiative, where you send him your question through email, and he takes it up in parliament on your behalf

Aam admi asking questions from ministers in the parliament was, not long before, unheard of. Then, came ASK-Ask, Seek, Know, an initiative undertaken by Rajeev Chandrasekhar, an Independent member of the Parliament (MP). Chandrasekhar,  representing Karnataka and Bangalore Urban in the Rajya Sabha, has asked people to mail him questions they want to ask the government and flag issues they want response on. The MP will then raise these questions or issues in Parliament on behalf of people, thereby providing an opportunity for citizens to be heard in Parliament.  

 

The initiative was launched on 19 July 2013, so that people can send in their questions and flag issues for the monsoon session.

 

The initiative has received overwhelming response till now. Netizens have applauded the move, mailed questions and issues on freedom of using internet, food security, rail connectivity and JNNURM. Netizens have been quick to capitalize on the opportunity, sending questions including availability of vaccines, uncleared pensions, status of pending projects like the JNNURM, increasing railway connectivity, issues concerning power projects, medical seats in private colleges, the Metro project, issues with air fares, freedom of using the internet, Privacy and Food Security Bills, among others.

 

Citizens, Resident Welfare Associations (RWAs), NGOs, Organisations and other can leverage this opportunity to ask questions / raise issues on a range of issues, which he will take up in the Parliament on their behalf. Citizens can send their question to Rajeev on his mail id [email protected] or even send a post card to the address Office of Rajeev Chandrasekhar, Member of Parliament, 211, North Avenue , New Delhi or 11th floor, Sir M Visveshwaraya Towers, Dr.Ambedkar Veedhi, Bangalore -560 001.


Appreciation for this innovative step in people’s inclusion in governance has been pouring in on the cyber space. @journalistHari tweeted “The initiative of Rajeev Chandrasekhar MP to make use of social media to help public get answer of their queries is novel and gud”(sic). Another Twitter user lauded it as being “an important moment in people’s inclusion”. The immense positive response the initiative has drawn has further spurned citizens to make active contributions.
 

Online media too, has extolled the initiative, with Medianama, a popular telecom and digital media website calling it a “welcome change to see a MP using the Internet to source questions for asking in Parliament, instead of just using it as an information dissemination platform” Contrasting Rajeev’s ASK initiative with the major political parties who use the web as a mere brand building exercise, the writer observes that “it not only bridges the gap between elected representatives and citizens, but it also showcases him as someone who is open to inputs, and willing to represent peoples’ concerns, it also allows him access to a wider set of concerns that can be raised with (and through) him directly.”
 

In the first week of its launch, citizens from diverse backgrounds, ages and professional groups, including students, mid-aged professionals and armed personnel sent issues and questions that they sought to be raised. According to ASK, they have received over 65 questions by post and over 600 online, within the first week of its launch.

Now here are two articles of our Constitution and one question for the real MP to ask in Parliament:

Article 124 (7) of the Constitution of India lays down that:

"No person who has held office as a Judge of the Supreme Court shall plead or act in any court or before any authority within the territory of India."

Article 220 of the Constitution of India lays down that:

"No person who, after the commencement of this Constitution, has held office as a permanent Judge of a High Court shall plead or act in any court or before any authority in India except the Supreme Court and the other High Courts."

And here is the question: Will the Law Minister please clarify what happens to the appointment of SC/HC judges to various quasi judicial organisations and when their orders are challenged in high courts and the apex court?

Have seen you fighting for our soldiers, taking up Capt Saurabh Kalia's case to UN, standing for transparency, right to freedom of speech, internet censorship, etc. Now,this step is indeed an initiative which tells that how a people's representative should be.There is no platform except this where a common man, which majority of us are, can ask/meet our MPs/MLAs to raise an issue in Parliament/State Assembly which bothers us a citizen of India. I will spread this word myself to urge my friends/people to use 'ASK'and flag questions and issues. Thanks Mr Rajeev Chandrasekhar.We truly need people like you in government.

Whats important is that a common man now gets his VOICE heard in the parliament and here is an MP who wishes to be our true messenger. Excellent example of transparency and accountability that the Govt. should follow!

I must agree with Mr. Kini. Mr Joshi seems to embody the same cynicism that plagues so many in our country. When some one has stood up to take the firsts tep towards change , why not appreciate it?
Mr. Joshi, as far as I am aware, questions in Parliament are chosen in a ballot. There are 800 odd MPs in LS and RS together, and only 1 hr of Question Hour a day. So to ensure every MP has an equal chance, questions are picked through random balloting, So we will never know how many questions a MP actually submits and what the subject matter is because only a small fraction of the total questions they submit get answered.
All the info you wanted about thw questions Rajeev has asked , their subject matter etc are available on his website. In addition, the rajya sabha website has a complete repository of all such information for every MP.
With regards to this Form F15, I had never heard about it till you mentioned it, and that only begs me to question how many other citizens know about it, and if they do, how many have used it? Have you availed of this facility? If yes, was it satisfactory?
We tend to be extremely cynical about our politicians and the caution may be well founded in the light of all that is happening around us. But let us give credit where due. There are a few the likes of Rajeev Chandrasekhar who are trying to bring change in a system that constantly curtails them. We should stand by them and encourage them! My best wishes to Rajeev Chandrasekhar and his team for this innovative step!

Mr.Joshi needs to respond to Kavyain stead of cribbing all along and trying to display his 'knowledge' for what it is worth.

He also needs to clarify as to how many of his so-called suggestions he has put in actual practice and also whether he has made use of RTI information, if any, obtained by him.

Firstly, the original posting to which you seem to respond is missing! Then there is is serious but dubious contention 'So to ensure every MP has an equal chance, questions are picked through random balloting'. Now pray tell me how a ballot ensures that every MP has an equal chance to ask questions? In fact not only it calls for luck but also on the persistence of MPs. The one and only way to ensure every MP has an equal chance is to ensure every MP is given a chance to ask a question in a sequential manner, say i the alphabetical order of their names or the alphabetical order of the names of their constituencies. Of course provision can be made for out of turn emergency issues and carrying forward of one's turn for a later period. In fact these procedures will be necessary to ensure participation by all MPs otherwise some will simply be wasting tax payers' money!

It is really heartening to know that public representation is literally happening in our democratic system at one place so systematically. I do share the angst of Mr Vinay Joshi but then no point letting it off on a good MP trying to do his best. And may I ask how many questions has Mr Joshi asked using the F15 option he has referred to (anywayz, thanks for this bit of info. So far I only knew about the Form 15H of IT dept!)and what are the responses he has got?

Instead of asking Rajeev questions Vishwanath ought to pose them to his own MP back home.
Rajeev is only acting as a facilitator and no one can shoot at him. Instead he needs to be compliemented for his efforts and MoneyLife for bring this to the public notice by creating greater awareness.

SEBI to heavily penalise unregistered CIS or MLM schemes

SEBI decided to heavily penalise unregistered collective investment schemes, or the so-called Ponzi or MLM schemes

Market regulator Securities and Exchange Board of India (SEBI) has decided  to heavily penalise unregistered collective investment schemes, or the so-called Ponzi or multi-level marketing (MLM) schemes. At its board meeting on Monday, the regulator also decided to proceed against individuals for unfair trade practices, including front running, the act of buying or selling scrips in advance based on insider information.

 

The regulator accepted the recommendations of management consultant Oliver Wyman on structural and organisational issues. Following this, SEBI is expected to recommend development of simpler and low-risk products for retail investors and iron out kinks related to distribution commissions.

 

The regulator has agreed to implement a plan for sharper focus on supervisory functions, oversight of listed companies, re-organisation of functional departments, increasing man-power and using IT. It will also adopt better HR practices for training and performance.

 

The board meeting was held even as the Securities Laws (Amendment) Ordinance, 2013 was moved in Parliament to give the regulator powers of search and seizure, recover monies by attachment, settle administrative and civil proceedings, set up special courts and the authority to arrest and detain.
